Low budget Digital channel

Does anyone else think a new channel just showing low budget films would be a good idea. It would have almost no outlays (for programing) and I'm pretty sure there would be an endless line of people like yourselfs queing up to have your films showen on it. Heck it may even be good to watch (Although judging by the crap showen on SKY now it doesn't seem to matter)

Would it just be another name for Public access TV?

Does anyone know how you would go about starting a digital channel and how much it would cost (Can't be too much)

Any views on the matter?

my personal opinion is that it would soon degrade through saturation.

for this very reason I find most on-line 'theaters' very very dull, they have just become another portal for spam and data mining.

i preferred it when it took some effort to dig up gems like Troops or 405themovie, or PCdudes ... they were popular through word-of-mouth, not mailshot editorial
